main relay wont click....car cranks but does not start....

main relay wont click....car cranks but does not start....
honda accord 93
w/ h22 swap
first of all my car does not start ...my relay does not click, but when i bypass it turns on, i bought a brand new relay, but still no click and still no start...i have spark and fuel.
the battery indicator does not turn on the instrument panel, check engine light does not go out...it stays on.....and i cant retrieve codes unless i bypass the main relay. plz help...thanks...
also when i retrieve a code...i got a code 15. which is ignition output signal
