Default Fuse question re: Cig Lighter / Radio

If the cig lighter doesn't work, but the radio does, could it be the fuse? Because the fuse for both is actually the same fuse according to the owners manual... although I noticed there is another fuse that is labeled "back up (radio)".

I know, simple answer is try to replace it and see - and I am going to. Just thought I'd get opinions 1st.

Check for power at the cigarette lighter socket (using a multimeter or something similar). Trace the wires back, looking for power, but also for burnt wires.
