Default Front balance belt pully

So I changed the timing belt, and balancer belts on my girlfriends 1998 honda accord lx sedan with the 4 cyl, vtech, F23 i beleive.

The car runs fine, but I'm completely new to hondas. So i'm having second thoughts, was doing some seaching now i'm kinda confused...

I used a chiltons manual plus alot of seaching.

My question is, the front balance shaft pully, how is it supposed to be timed? the back pully I used a screwdriver. I timed the front one according to the picture, is that right?

... Give me a minut to make the picture worki...

And the balance belt seemed a little loose, I followed all the instructions and I know they whine if they're too tight, are they supposed to seem loose? (I replaceed the tensioner pully and spring with honda parts) What happens if its a little loose?

BTW i've changed a few timing belts before, mostly on mazdas, They don't have balance shafts or belts for balacnce shafts
