Default cylinder head damaged parts

After removing the head on my 92 Accord I noticed two damaged parts, one is a broken spring on one of the rocker arm shafts, and one is a damaged-looking seal on the camshaft.
Here's photos:

Questions:
1. If I manage to be able to acquire a replacement for the broken spring, what's involved as far as getting taking the rocker arm assembly apart so I can put a replacement on? How does that shaft pull out/apart anyway so I can get the broken one off and then slip a replacement on? Also, although ideally of course it would be best to replace the broken spring, how much risk (realistically) might there be of ignoring this broken spring and not bothering to repair?

2. What specifically is the nicked/damaged seal there on the camshaft called? I'm planning on ordering a head gasket set and I wonder if that seal is typically included among the gaskets/seals included in the set.

1.14646-PN4-003 SPRING B, VALVE ROCKER ARM (SANKO) $3.25

It's just the rockers and caps on a shaft, they may not slide off easily if there is carbon/varnish build up. SuperClean will remove buildup fairly quickly, but don't leave it on aluminum for too long.

The spring maintains the rockers lateral position, with a weak, broken, or missing spring the rocker will slide to the left. If this happens it will constact the other rocker or cam lobe, causing both intake and exhaust valves to open at the same time.

2.91213-PT0-003 OIL SEAL (28X42X8) (ARAI) $7.63

Depends on what kind of kit purchased. Sometimes not all seals/gaskets applicable to a job are provided in a kit.

Great. Thanks for that helpful reply. I was considering this Fel-Pro set, which looks in the picture anyway as though the oil seal might be included, but hard to say for sure. Think it is?

I called. Nope that seal is not included. Now we know.
As far as acquiring the replacement spring, and the seal, as well as a few other parts I need (dowel pin, part number 94301-14200) and an exhaust gasket (part number 18212-SM4-003), can you recommend a source from where I could order these items and purchase them more inexpensively than my local Honda dealer which for whatever reason seems to be wanting to charge excessively. Maybe another online source that has a full selection of OEM Honda parts?
