will an f23 crank fit into an f22 block

No.
Here's why
F22Bx
Main Journal Diameter: 50.0mm
Rod Journal Diameter: 48.0mm

F23
Main Journal Diameter: 55.0mm
Rod Journal Diameter: 45.0mm

You could grind down the main Journals and build up the Rod Journals, but that still leaves unresolved Cylinder spacing. The Main Journals may not line up Crank to Block
