!999 Honda Accord lx stopped running
I was driving out of a gas station about to shift into 4th gear when I heard a pop as i let off the clutch. The motor was still running and gauges all working, but it slowly idled down as if I had let off the gas. I could down shift and the motor would rev back up then idle down. When the car came to a stop, there was no motor noise and it would not even turn over. Is my timing belt broken or is it something else?

With a broken timing belt, your engine would stop immediately, so I don't think it could be that (at least that's not the only thing that broke). A couple clarifying questions:
-The pop- was it (a) from the engine compartment, or (b) like a backfire?
-When it 'revved up' during downshifts, was it (a) revving back up to idle (like 1000 rpm), or (b) was it revving higher?
-When you say "won't turn over" do you mean (a) it cranks (rrr-rrr-rrr) and won't start, or do you mean (b) turn the key to start and nothing happens?
If its (a) for all three, I'd say it could be your throttle cable. Start with that and make sure it didn't break or pull loose from the throttle, or otherwise disconnect from the linkage.

I agree the first thing to check is the timing belt, because if it broke, the engine would potentially have driven the pistons into the valves and ruin the engine, so you should check that first. My guess is that it is actually the fuel pump relay. If the fuel pump relay made a popping sound when it died, then all the other symptoms would fit. These cars commonly have problems with the main relays dying. If that was it, the fuel pump would no longer work, and the engine would slowly die as the fuel pressure in the line went lower and lower and then it would die and it would still crank, but it wouldn't start. The fuel pump relay is located under the dash. It may actually be called the PGM-FI main relay. I have a 2000 accord SE 4 cylinder, and I have a subscription to www.alldatadiy.com which I think shows this relay as being under the dashboard above the drivers right foot somewhere. You can get a subscription to alldatadiy.com for your specific car for about $30/yr. You can get the relay at any parts store or a honda dealer fairly cheap and replace it yourself. If you want to take it out and test it yourself before buying a new one, you can watch Schrodinger's Box video on YouTube on how to test a relay, or Ericthecarguy. It is a simple matter of applying 12v to the right pins and see if you hear a click. I would also check the fuel pump fuse for completeness. It is fuse #1 in the fuse box on the drivers side - under the removable plastic panel when the drivers door is open, I think.
