99 vtech smoke issue

99 vtech smoke issue
Hello !
Let me start by stating I know close to nothing about my Honda outside if what I've read in the manual, so I apologize for improper use of technical terms;
I've diagnosed fault codes indicating catalyst pressure below threshold (p0420). From the research I've done, I need to clear emission system and EGR valve of carbon build up. I'll admit I've been very busy, and money has been somewhat tight, so I haven't been able to do this. Now, I have a white smoke coming up from underneath the vehicle. I can only assume this is because of the carbon build up? I am also changing my oil every 1500-2000 miles now, as it seems to be burning very quickly.
What I am looking for are cost-effective solutions I can do myself, or the knowledge to have a discussion with a mechanic (without having to break the bank). If you would take a look at the image here: http://estore.honda.com/honda/images...S033B0200A.png The smoke is coming from the pipe above #18 & #17, that 'joint'.
Any advice is greatly appreciated.

So its smoking from behind the engine? Are you sure it isnt an oil leak, and dripping down onto the exhaust? Say from the oil pressure sensor or VTEC?

Mine had the same issue, the VTEC was leaking due to a busted O ring. I replaced both VTEC orings, and it eventually stopped smoking. However, it did take a few weeks, before all teh oil burned off.
