99 Accord No Start

99 Accord No Start
New to this forum, but longtime shadetree. Anyway right to it.
99 Accord LX V6
No crank issue (Starter will not turn over)
Starter pulled and bench checked good. Voltage and Current draw dead center. Reinstalled.
Battery Good. Solid 12V to Starter.
I read 9.9VDC to the Black Solenoid wire when the ignition is turned to run, but no solenoid actuation.
So the question is. If I had a bad starter cut relay or gear position switch (auto), I would think I should not get any power to the solenoid hot wire when starting. But I am also only getting 10Volts when it should be reading 12. I could greatly use some insight here. Seems like anything I have to troubleshoot can't be just a straight forward issue.
Actually broke my foot on my way to go work on the car and now my wife is without a ride until I can figure this one out. Anything that might save me crawling around with a cast on would help tremendously. Thanks in advance for any assistance.
