91 Accord cranks but won't start, plugs wet w/fuel

The plugs are soaked with fuel and won't start. Pull the plugs and dry them off and it starts and runs pretty well until you shut it off and let it sit a while, then you have to dry the plugs off again to start it. Have any of you seen this problem before?

It seems like the injectors are leaking or have a short in the harness or something. If it was an ignition problem, it probably wouldn't start after drying the plugs off.

Also, it has a severe hesitation under load, like when accelerating. It sputters and shakes, but then has power after a certain RPM. This may be a separate issue like a clogged EGR. Will try and clean out the EGR later, but thought it would be worth mentioning in case it's related to the no start problem somehow.

I'm going to throw a random idea out here. Your fuel injectors may be dirty and possibly sticking open. Which could be why it doesn't run good at a lower rpm and why the plugs have fuel on them after it sit's.
