2002 Accord p0420 code but stalls at stop?
So recently got my '02 accord lx's timing belt and water pump changed about 7k miles ago. it leaks oil only when running. A few days ago I got the p0420 code. Keep in mind I don't know much about cars and giving as many details as possible. some guy at autozone told me I needed to replace the o2 sensor. so I replaced the sensor with a bosch one and still got the p0420 code. so then someone at oreillys so it was the cat converter and I tried the cat converter cleaner and no results.
my main concern is that after driving (doesn't really matter the distance) when I come to a stop it boggs down to about 250 rpm almost stalling out. and no one at any store or shop can give me a answer other than that's weird...
Is that that cat converter causing that issues since im still getting the p0420 code or is it something else as well? also, is this going to create other issues if I continue to drive it and what are some solutions?

P0420- Catalyst below threshold efficiency.
This doesn't outright mean the catalyst has failed, just that the catalyst is not properly reducing and oxidizing the gases. This can be caused by several reasons, the engine is out of tune or has a problem, a sensor has failed giving incorrect information for correct A/F ratio, or the catalyst has failed.
Determine first what the cause of the stalling is from. This stalling can cause the engine to run improperly which would set the P0420 code. It could be from a bad sensor or out of tune, or it could be the catalyst has mechanically failed and is blocking the exhaust causing the stall.
Use an IR thermometer to monitor temp changes in the catalyst. If there is no difference in the temps then the catalyst may be dead or has broken apart.
Usually when the catalyst mechanically fails(internally) the pieces block exhaust flow and the engine will not rev freely.
If the catlyst has failed, before replacement determine why it has failed. If it was from mechanical damage(hit debris while driving) that will be easy to determine, but if the catalyst has failed due to overheating(incorrect A/F ratio) then there is still another problem to fix. Best to do this before replacing the catalyst so as not to damage the new unit.
