Default 2000 Accord with P1457 and bad ecu or bad cluster?

I have a 2000 Accord LX with a F23A1 engine and a manual trans. I have a dtc code of P1457-EVAP Emission Control System Leak Detected-Control Canister System. The temperature and gas gauges do not work and it seems like the speedometer and tachometer are not reading out correctly. Is it possible that the evap vent-shut valve shorted out and took out the ecu, or could I just have a bad gauge cluster? Any suggestions on how to determine what the problem is would be greatly appreciated.
