I have changed plugs, wires, ignition coil, distributor, rotor, icm, changed oil. all fuses are good. it will turn over but not crank. any ideas?

If it is turning over, then it is cranking. Or do you mean it stops cranking? Or do you mean it does not start?
Have you checked for any stored codes?
Verify there is spark, fuel and air?
When/why did the car stop running?
Verify the battery is fully charged, battery terminals are clean and tight.
When turning the ignition to II(ON) do you hear the fuel pump priming, and do the dash warning lights all come on?

Changed motor. new battery it turns over but will not run. does have fuel air and spark all fuses are good. fuel pump working and all lights work on dash
