I have a 1996 Honda Accord which used to occasionally have trouble starting and the battery has been replaced as well as the main relay and distributor. The problems persisted despite replacements and eventually the car completely failed to even attempt to turn the engine over.

A code reader always shows the code "P1381".

Voltage was checked at the starter and it was okay. There used to be a buzz sound when first turning the ignition to the "ON" position which is not audible anymore.

Any ideas on what could be the issue?

Have you checked the ecu for blown capacitors?

Thanks for the suggestion. I will test the ignition switch with a multi-meter to rule it out as an issue and then buy a new ECU if necessary.
