Default 1995 Honda Accord brake lights stay on

Hi, my 95 Honda Accord has the brake lights permantently on and do not turn off when the car is off and the headlights. There is also this wire underneath the steering wheel that seems to be broken off. It is black coated and pretty thin with wires in the inside (sorry, thats the best description i got). Could that have to do with the brake lights? Anything will help, I just dont want my battery dying and being stuck. Thanks

FYI- I came home yesterday to see my '02 S2K's brake lights on... Thanks to this forum discussion, I quickly realized my plastic grommet had disintegrated... At 6' ~185# (& ~100* outside) it's about all I can do to squirm in there to see the problem... My 'easy fix' (as above) was a Dry Wall Anchor w/an undersized screw in it... (w/o a screw in the anchor to add a little thickness it didn't depress the switch..., but as above w/too much thickness the Cruise Control won't work)
