David Cameron's negotiations with the EU are not going well, not being able to reach a final solution even after intensive highest level negotiations that have gone on overnight.

They didn't break up until 0500 GMT this morning.

Cameron's problem is that he has promised a referendum on membership in the EU, and polls suggest that it's a dead heat if the referendum were held today...and it only became a dead heat after he made Prince William of Cambridge give a speech in which he hinted that he supported remaining in Europe.

The problem has always been the British constitution and how it differs from the Brussels ideal of what the law is supposed to be.

For example, the constitutional idea that "Parliament is supreme" works in the UK only because all parts of the constitution are represented in Parliament. The legislature, the supreme executive, and the judiciary can be all called together in one place...so if all three are agreeing on something at the same time, then it is irresistible.

The equivalent of the Chief Justice of the Supreme Court has the ability to stand up in the House of Lords and give a speech telling the government why a proposed law is a bad idea, for example.

In the Brussels ideal, there is supposed to be complete separation of powers, not exactly on the US model, but close to it.

Britain needs to be able to opt out of some of the financial restrictions it faces now. The past twenty years has illustrated that the Bank of England is going to manage the economy better than the European Bank, so the UK very often just ignores things and goes its own way.

In order for the British public to vote yes in a future referendum, the UK's relationship with Europe needs to change, and it needs to be immortalized on paper in order to prevent any attempt by a future European government to dictate unfortunate terms.

As you can imagine, France and Germany do not care for this very much because it is clearly going to turn Europe into a future confederacy instead of the union they wanted it to be.

The UK and Ireland, in addition to having a unique legal perspective and cultural need, wish to preserve their ability to look toward a unique relationship with the United States and with Canada, instead of limiting themselves to a Europe First idea.

It's going to be tricky, and right now it does not look like Cameron is going to take the day.

I think it got a little too big. Not quite as bad as NATO, but it's too big.

One of Cameron's problems is trying to stop immigration from places like Poland, which has become a problem. Compared to much of Europe, the British economy is booming, but the people tend to find it easier to get along with Irish immigrants, or even with Indian and Commonwealth African immigrants, then with the Eastern European immigrants.

He gave a speech in which he said, basically, that you should come to Britain because you want to accept British law and British values, and not come to Britain to change Britain into a mirror of your own failed state.

It was, as well, anti-sharia in its content and a warning that British law will not change but so much to accommodate radical Muslim sensibilities.

A lot of the islands are not really a part of the United Kingdom.

Islands like Sark, Guernsey, Jersey...they are dominions of the "Queen in Right of the Duchy of Normandy" and not really integrally a part of the United Kingdom.

Scotland is an integral part of the United Kingdom.

At the accession of James I & VI, there was a personal union.

So the sovereign was at that point King of England, France and Ireland, and separately the King of Scotland.

There were two subsequent Act(s) of Union, the earlier one creating the King of Great Britain, and the second one creating the King of the United Kingdom.

Scottish law has always been recognized as unique from English law, however. Something that remains notable are property rights differences.

And to this very day, when a law is passed in London, it has to mention specifically if it alters the law of Scotland.

No. The United Kingdom and Sweden did not want to use the Euro, for not the least of which reasons is native law that requires their own crowns to maintain the currency.

Other countries, like Poland, Hungary and the Czech Republic did not meet the economic standards necessary for acceptance in the Eurozone.

Montenegro and Kosovo accept the Euro even though they are not a part of the economic Eurozone.

Greece and Cyprus should not be a part of the Eurozone, but it's too late to take it back and they're screwing the bank rather badly.

Seems as if a lack of standardization is complicating matters. From Godfather III:

But our ships, must all sail in the same direction. Otherwise, who can say how long, your stay with us will last?


And yes, Greece has been a wrench in the system for a while. Germany is not pleased.
