In Mexico and some South American countries all you need is to buy a tourist card.

yes legally, if you go to Mexico you don't even need a tourist card if you go to a border city but if you plan on going further south be sure to buy a tourist card they are about $20 and be sure to bring photo id and birth certificate.

Yep, totally legally. I needed a birth certificate though, and a government ID (driver's license).

You can travel to Mexico without a passport as long as you have adequate ID. So, Cancun might be a moderately priced option.

I thought they didn't even let you fly out of country without a passport.
Actually it just happened to a friend of mine. He and his two kids went back to the states on leave for 30 days. While there the kids' passports got lost. He called all around asking if there was a way around it with them having dependent military ID's and him being active duty but was repeatedly told NO. So he left the kids with their grandparents and flew back here. A couple days after he got back here they found the passports. He flew back to go get them and is coming home tonight as a matter of fact.
So yeah, if you're planning on leaving country without a passport......don't waste your time. You won't get far.

I take it you are flying? You still need some proof of U.S. Citizenship to get back on airplane when you come back to the U.S. Otherwise they won't even let you board the airplane.
