How long does an officer have to file a ticket (in California)?

Default How long does an officer have to file a ticket (in California)?

I searched and googled. My little sister got a fix it ticket from Placer County Court (for expired registration). The court never sent her the letter that states when her court date is (I had a number of tickets from this same court in the past and never received those letters even once either) or how much the fine is (should be a $10 fix it ticket). She went to court indicated on her yellow copy of the ticket. Clerk told her "that this ticket is not in the system and that she should be calling back every couple of weeks to find out if the citing officer has filed it yet". They also mentioned that the officer has up to a year to file it. It has been over a month since the citation date. Calling them weekly would not be a problem, except that you're placed on hold for 5-10 minutes every time and it's just to much hassle to be calling them bi-weekly for the next 11 months.

Can this case be dismissed or cleared by her payment (and proof of current registration) before the officer decides to file it? Or does she really have to wait and make phone calls to court. Some will say just wait for the notification in the mail; but what if it doesn't get (conveniently) mailed (my experiences with this office) and she misses the newly scheduled court date. That's a $300+ ticket right there for failure to appear.

Ticket hasn't been filed, may take up to a year

Clerk said she should call every couple of weeks (may take up to 1 year)

Can this case/ticket be dismissed or fine payed before this officer decides to file the damn ticket?
