Replier was using sarcasm unfortunately.
You would need to be tuned after bolting on a turbo kit for the most part, unless it were an Edelbrock kit. Since you say D16Z6, this implies you have a 92-95 EX/Si, which is OBD1. Thus you'd be able to chip your car and still pass annual inspection, assuming your state has it. Not sure what Minnesota says about it all.
But, just tune and you'll be okay. Also, avoid eBay turbo kits, "SS Auto Chrome" in particular, they seem to just be overall poor quality, especially their exhaust manifolds.

STOP with the PSI references!
Boost pressure has nothing to do with whether or not it will last. Stock D series engines are safe in the 220-240whp range. The pressure needed to get there will vary depending on the turbo used.
If you build a good setup from quality parts and get tuned by someone reliable, you should have no problem running around all day at 220-240whp.

before i blew my d16z6 i was running 12 boost, and guess what , i threw a rod and was engine was gone. I got a new d16z6 and tuned the boost down to 6. My baby runs fine now. Stay with about 6-8 before u get internals

Re: Would a bolt on turbo blow my d16z6 engine????
The Td04 for my d16z6 can handle about 10 pounds without blowing allthough it is pushing it. I have mine tuned for 6 now and it has 164.9hp on the dyno. Stick with low boost untill you get pistons and RODS (the weakest link).
