wired in own obd1 ecu. everything is ready but wont rev past 45k rpms`
this is the 91 crx si we have the obd1 distributor. have the base map on ecu tuned for everything but it wont rev past 4500 rpm's

Check with the ecu adapter manufacturer for proper distributor wiring instructions..

wee dont have an adapter we wired our own obdo to obd1 we used the chiltons wiring diagram. triple checked the wiring

This may be a stupid question, but...did the chip maker include FTL? Full throttle launch will usually act as a lower rev limiter until you're moving around 10mph or more. Put the front end up, run it past 20mph on the spedo, then rev it in neutral while its still around 20mph. Or if its in running order, take it out onto the street & test.
If you have, chances are he screwed up and made one of the FTL conditions too high. As for the ecu being bad, 'limp mode' will usually be ~3k rpm limit.
I also has a chip that wouldn't go above 4500rpm - because boost IGN columns were all -6* (and it was hitting 2psi)! 2nd map was fine, so I only had to downshift into vtec to redline it.
