Default why are the nuts on the end of the turbine always ground off weird?

i never really paid much attention to it i thought it was to make them tamper resistent. does it have anything to do with the balance of the rotating assy.?

It is balancing. I believe the ones with ground nuts are balanced as a unit, and not seperate. I just can't remember right now, it is one way or the other.
