Why is my setup getting boost creep? Not your typical question....

Why is my setup getting boost creep? Not your typical question....
Have a Tial 44 on the stock b16, running 10psi, t3-t04e 60trim turbo, 3inch DP, Neukin VV manifold... held 10psi ROCK SOLID
Now, i have a Tial 44 on a 84mm sleeved b16 with b16head, skunk2 valvetrain, std. size Feria valves, and a JG intake manifold....
Setup has a 10psi gate spring like before, no boost controller EVER, creeps and usually hold 12-15psi.....
EDIT, WG vacuum line goes from gate to turbo housing, only 5 inches long

same vacuum source for the wastegate? Nothing else t'd in differently then before?
