When will the A/R let the turbo kick in?

When will the A/R let the turbo kick in?

T3/T4 T04E .50 a/r Compressor, .63 Turbine, .57 a/r trim
If anyone has any suggestions what I'm looking for is something to boost about
3-9 grand.

I reach full boost at 4k with that exact same turbo on my stock B18b.
