Default Wheel isnt spinning as it should?

Well I just got my turbo today. It is a used T3, supposedly rebuilt.

Well I put a little oil in it, and then tried to spin the wheel. It is really tough to spin, I want sure if it was because it was cold or what. But I remember spinning my friends 16G and it spun easier.

I really hope I dont have to send it out for a rebuild again, i dont have that much cash.

We can't tell you anything from what you said. What do you mean by "tough to spin"? Like there is actual resistance or it just doesn't stay spinning?

My t3 would spin a revolution or two if you tried to spin it like a top.... And it's fine.

No there is a resistance. Its hard to spin with just a finger. When it does spin it makes a shitty scraping noise.

That was earlier, I just now put a hairdryer up to it to warm it up, and for some reason now it spins fine?

I took off the comp housing and put it back on, when it was cold.

As soon as the turbo was warmer it didnt really have any problems.
