low comp forged pistons, forged rods, a really good IC, larger injectors, larger fuel pump, a good fuel mgmt system like an AFC or if you have the money to tune get a Hondata
drive sensibly install everything right and use synthetic oil, 93 octane and a turbo timer and you should be fine

Since it's cali you pretty much limited to the greddy kit (carb exempt) if you want to pass emissions.
If not then go with a drag or revhard kit, they include everything you need to run 5-7psi safely......

anyways, i have a revhard kit, paid 2900 for it, added a tial wastegate, upgraded the oil return line, added a 3" exhaust and got clutch, guages, and boost controller for about 4k and it has been 100% reliable since the day i finished the install. fast too

4g's should be plenty with the prices that people are offering kits for these days. i'm sure you could either get a drag or revhard kit for under $3000 shipped to your door. if you can install the kit yourself you'll save a lot money.
however, if you can't and have a shop do it for you it will cost $500+. someone on this board local to you may be able to help you with the install.
then you can get the bare essentials such as a boost guage and oil pressure guage.
