Whats a good turbo
Whats a good HKS ball bearing turbo for a 99 Si? Shootin for 230 - 240 WHP. Also looking for more response than top end. Any suggestions?

GT2510 or GT2530
I had a GT2510 and put down 267rwhp @12psi it was driveable as any stock turbo car out there. it was boring up top for me so i switched to something with maddening top end. This was on a 240sx with an SR20. 2.0 liter. for your 1.6 the GT2510 should work wonders given your goals you mentioned.

How much power would I see from a HKS Gt 2830 turbo charger on 10, or 12 psi? It says it uses an external wastegate, so I am to assume I need to buy that too right? Is the 2830 the right choice for a civic? or should I go smaller

the GT2830 i havent heard of...maybe GT2835? thats a good begginer street/strip turbo. something that has good response, but not as quick as the GT25 series.
The GT2835 comes with options for an internal wastegate if you get the right unit. I've never run one, i've only run the GT2510 and GT3037s
the bigger the compressor/turbine the high hp levels you get per pound of boost. but its hard to equate. the GT3037s @12psi put down 304hp in a completely stock SR20 with basic performance upgrades. with a Greddy Intake manifold and JWT cams, it put down 345rwhp @12psi
for your goals in a civic, go with a GT2530 if you are dead set on a HKS turbo.
