I think what he meant is a BOV is supposed to release air with the least amount of restriction. Therefore, if it makes a lot of noise then that means there is more restriction. Sound is a "fashion" factor of a bov. So, it is function>fashion or else it is considered rice.
I still like a loud BOV not the best for performance though.

the tial is loud on my buddies type r and the hks ssqv is loud on my built single cam at 15psi when i let off. but the hks is only really loud when your really buildin some boost and let off.
