most of the time, you can only bore out 2mm outside the stock bore size, and even at that point it will be tapered. Your flap is only 58 mm, even if you bore your opening to 60mm, the amount of air traveled inside is still have to go through a 58mm opening. It will help, but not by much, you may have issues with idle and etc..

A good porting job will tapered the inlet, repalce the flap with a corresponding flap size and tapered it to match the IM opening.

There's a reason aftermarket TB are expensive...

b16a2 TB's are 60mm. Usually they bore them straight thru and replace the butterfly and port match to the IM. I think you can go to 64mm but not sure. 62mm i'm pretty sure.

b16a1 has a 58 mm butterfly and th a2 is 60..

If u can make a butterfly your self with a 100% seal and precision u can take the a2 to 65mm. The a1 to 63mm if u fill the hole under the throtel position sensor with chemical metal or something befor you bore it out..

Here are some pictures of a 65 mm a2 TB I made including the butterfly..
I make those for the members of the swedish honda club for about 110 dollars. If they provide me with a stock TB..
