Is it a show car? if so no, you wouldn't just leave the hole there, but you would modify the wastegate to the point were it is always opened.
If you do that the motor will not see any boost and the motor will not have to be modified in any way.

you have alot of learning to do.
you are going to spend a pretty decent ammount of money just to look cool.
why not do a little research and have the performance as well?
you COULD get away with a drag kit and an FMU. YES I SAID IT.
if he knows the limitations, it can be done.

I agree with Mikey.
I suggest doing alot of reading in the Forced Induction FAQ's to get a feel of what you're dealing with, as you have a ton of learing at hand to do. "Safe" will depend ultimately on you, the user, when in the process of piecing together your kit, choosing a power goal & purpose for the car, and discussing the goal with your tuner. State your budget, as well. There's also a huge B16 turbo thread you can read up on to analyze various members' setups. Also, check out the Sponsor's Only forum & classified FI ads by H-T members for various prices on FI parts & accessories that will fit your budget. You can have the "show" and performance with carefully selected parts, but always remember, to select wisely with reliability in mind. Good luck.

well driving around everyday with a turbo that doesn't build boost will be annoying. you will have a surplus of backpressure and terrible throttle response. just go with a dsm turbo 13g or 14b, they can be had very cheap, and if you run just about 8 pounds, all you need is injectors, socket your ecu for crome (free tuning program), manifold turbo, piping/front mount intercooler, and a cheap blow off valve. if you try it can be done under a grand

Re: WAT IS SAFEST TURBO?? NEED HELP!
^^^If the OP is not turbocharger knowledgeable, there's no point in telling him about 14b or other junkyard setup to use since he may not be aware of what is involved to making a turbo setup work properly. Before he can even worry about characteristics of which turbo to use vs. that turbo, he must understand what is completely involved. Until he reaches that point, using Cheap junkyard setups would not be he best option. he may not even know the parts involved.

If you're going to do something as tacky that, I think the best way to reach your goal is to:
1. Buy a cheap eBay FMIC, like this one. here Mount it, make sure no one can see that it isn't connected to anything
2. Purchase this thing you clip on your exhaust to make the turbo sounds.
3. Break your hood latch so that no one can open it and see your top secret setup.
