Default Vacuum lines for internal wastegate

The guy i bought the hatchback b20 turbo from said it was tuned to 15psi but running 10psi right now and the way he has the vacuum lines hooked up is from the wastegate the vacuum line runs to the manual boost controller then from the boost controller it runs to a T fitting that splits off into the blow off valve and to the back side of the intake manifold and then he has the boost gauge hose hooked up to a T fitting for the fuel pressure regulator that goes into the intake manifold. Is that how it's suppose to be hooked up?
I'v been have a problem with overboost.

and then how should i go about hooking the boost controller up?

Run the wastegate on it's own vacuum line, dont tee it into anything
