Default turbosmart wastegate install question

on my turbo smart wastegate, there are two holes on the side. one on top of another.which one is for vacume and is that the one that plugs into the turbo? another ? is the circle piece that goes on the bottom of the wastegate that pushes the valve up, which way does the flat side go. the other side has a smaller raised ring on it. which side goes against the valve and what side goes goes to the flange?

The bottom port needs to be connected to a boost only source, it doesn't matter which bottom port you use, there are two for ease of routing lines, blank off the one you don't use. The top port is generally used for boost control hook up. I don't understand the rest of your post though.
