Default turbo Exhaust question

i have a t3/t4 turbo for my civic.. This is the first real experience i have had with a turbo set-up and i need some help. I have everything figured out and it runs i just need to know one last detail. I am making my downpipe and i am not sure if the small hole on the exhaust side of the turbo should be covered by the flange. The turbo is similiar to the one on the left in this picture http://www.redz31.com/turbofaq...n.jpg thanks

Cover it, it's for an internal wastegate housing.

from the picture it dosent seem like it wil fit did u piece the turbo or is it a kit
