Default Turbo choices for B16 motor

What turbo will give me the quickest spool but can also hold up to 8000 rpm and about 250 whp? I was considering a GT28R, but can't figure out an estimate on full spool time for 8 psi. Also, are internal wastegate bad? Will it spike at 8-10 psi?

what kind of manifold do you have? a t3/t4 in .63 ar trim will spool around 4.5k and full boost all the way to redline. On a stock motor, I've seem them produce 225 whp at 7psi
