Is the throttlebody plate supposed to be totally sealed when closed?

Is the throttlebody plate supposed to be totally sealed when closed?
Is the throttlebody plate /butterfly supposed to be sealed when idleing, and the car stays running solely by the IAC valve? Im having problems with my idle with my throttlebody and i need to know if my butterfly plate is not completely sealing or if its somethig else , its an aftermarket throttlebody .

it should never be fully closed as it would bind and make for a harsh enguagement. take your throttle cable off and turn the part where the cable goes back to see if it fixes it

Well the thing is , if i hold the throttlebody up to the light i can see light the entire way around the plate , meaning a good bit of air can go through there. Its a bdl throttlebody , 68mm , i may just get an edelbrock or something
