i have an empirical method that can calculate estimated power taking in consideration n/a power, target pressure and compressor's flow at target pressure...
its very easy and can give a very accurate (+/-) 20 hp prediction of expected hp..

Adding static compression is a great start to help with the goal of recovering exhaust energy quickly in between shifts, and reach your effective compression more quickly, but don't look at is as the only way to use as little boost pressure as possible, or you still may wind up outside the efficiency range of the turbocharger that you're selecting. (meaning you're running too low of a boost pressure for a given turbo to work properly.. you still may experience some lag where you don't want)
I simply don't estimate that I'll need anything over the teens as far as top boost to hit my goals whp range but I certainly want everything to align to its optimal efficiencies so boost remains as cool as it should be when i'm climbing through midrange to topend on the powerband.
Like you said, the compression will help overcome response loss between shifts or when out of boost but at this compression, while tuned for 93, I just hope my tuner and I can target the right amount of ignition retard and fueling compensation needed for P/T conditions that occasionally will see high IAT's from summer heat or stop and go driving which will need to operate at its best so that detonation is not triggered.

a gt28 turbine in the largest possible housing chokes around 420hp, way before the compressor wheel does.
it's the turbine that limits power, you can put a t31 t25 flanged turbine (yes they exist) and get a little more out of it but you're only cheating the turbine swallowing ratio and similar things...
