To me, it all depends on the budget.
Here are some estimates based on stock parts..
1. S/C LS - 160-170whp and 150wtq on a coool day. - $2000 bucks
2. LS / VTEC - 150-160whp and 125wtq - $1200-1800 depending on who does the work. Stock parts/cams etc.
3. Turbo LS - 2xxwhp and 2xxwtq depending on how much you boost and well tuned it is - you can still do it for $2000 if you're patient and piece together a used kit.
If option 3 is the best bang for the buck, I dont know why people do otherwise.

It's not always question of most power for least money, some people just don't like turbos.
For pros and cons of either, just keep on reading

i love mine!
i went from ls->lsturbo->lsvtec->lsvtec turbo.
i have alot of money invested currently, but for not that much, the lsturbo was very fun, and also probably the most durable out of the motors due to its lower static compression

yeah, its funny how it seems like 95% of those people who dont like turbo's have never been in a honda, or any other car for that matter, that had a well tuned setup.
then as soon as they get a ride in a FMU or AFC hacked controlled turbo system, they see the flaws and go "turbo sucks".
sorry for the rant again.
