Default Sudden boost cut; Turbonetics Deltagate Mark II to blame?

Like the title says, I'm currently having a problem.

Setup consists of;
2000 Civic
JDM B18B
Precision .63/Garrett .50 T3
RevHard cast manifold
Turbonetics Deltagate Mark II WG, with I believe a 9lb spring

The car is tuned on eCtune, stock injectors, stock map sensor, etc

My problem started after I took the top off the waste gate. I was going to clean it up and polish it since it was all grimy and pitted. I was removing the 6 screws, got to the last one, thought I had a good hold on it, but didn't. The top section, spring, and a washer popped and went flying.
Before I did this, the car would only built 7-8lbs of boost. I put it back together and it now builds 9 and some times 10lbs of boost and the car will completely shut down and the RPM's go to 0 when it hits full boost, acting like a boost cut, but it was never tuned with one.

I have run out of ideas and my tuner is on vacation. I tried looking online for diagrams but the only thing I can find is the product drawing on Turbonetics' site, which only shows the outside dimensions.

Any info/advice?
