Default stock wastegate and lowering the boost cutoff??

Ive got a td04 one the way for my civic and I dont want to run over 6 psi at first. is there a way you can make the actuator be set for 6 psi. I heard they are set for like 11. I have heard you can cut the actuator line and thread it with a bolt connecting the two. any help would be awesome
