Default severe hesitation at 5-6k rpm

My friend and I have been trying to figure out why his GSR Civic can't run on 15psi in Connecticut when it can run it just fine in Queens NY. My theory is that Queens is at sea level and that here in Connecticut we are much higher so there is an air fuel ratio problem but then again I'm just guessing. The car has:

t3/t4 turbo w/ turbonetics wastegate
AEM fuel rail and fuel pressure regulator
Type R injectors and fuel pump(injectors have filters removed)
MSD SCI ignition
NGK 7 series plugs which are 2 heat ranges colder than stock

We run the fuel pressure at 51psi and the car always runs rich according to the air fuel gauge(led). We have even tried 110 octane and even that doesn't help. I almost think that the VTEC has something to do with it because this happens at about the same time the VTEC is trying to open at 5-6k rpm. I should also say that the block is a b16 bored to about 1.8l w/ a GSR head. Any help on this would be greatly appreciated...Thanks

If it runs rich at sea level it will run richer at high altitude.. High up = less air. Did it run fine when you brought it back home?

It runs fine in NY but at home in CT it runs like crap

why are you using a GSR head instead of the b16?

To tell you the truth I don't know because we bought the car from a friend in New york and that's what he built it with. Would the si head be better than the GSR?
Don't mean to ask a stupid question if this is one but I just got into import tuning this year and am still learning.

What are you using for fuel management? At 15psi you're maxing out those stock injectors.

That is a good point about the fuel system.. if your running an fmu there is a very good chance that your running extremely rich at the higher altitude. First off the fuel system is already maxed but an fmu doesn't understand air density.. So your system will be dumping tons of fuel with much less air.

Try colder plugs and gap them down to .025"' to .028"

I think the FMU is a VORTECH unit (blue with fuel and vacuum lines) used with an AEM fuel rail and FPR. We're running at 51psi right now.
I'm still new to this thats why I gave a retarded color description.
