Restricted oil drain = blown seals?
Is it possible that a restricted drain to blow the seals? Is it possible that oil was just pushed passed the seals but the seals are still ok?

your turbo doesn't have 'seals' it has a step in the shaft that acts as a seal...the turbo isn't damaged

Like what tial said.
When the drain is restricted the oil backs up in the bearing housing and goes out the ring gap clearances. The gap is about .012-.015.

So if I fix the drain, in theory, all should be well?

In most cases that are caught early enough you can just let it drain out. If it is to bad I would take it to a turbo shop and let them take it apart check it and clean the coked up oil from turbine wheel and bearing housing. It is better to fix it now then buy a complete turbo later. If no parts are needed and it’s just a rebalance $150-$200 is a fair price. Some shops will fuss about it at that price and some may tell you flat out no but there are several that will do it for that.
