Default Rebulid kit or seal kit only

My friend is giving me a T25 from a 2g eclipse, I know it's tiny and not worth installing on a lawn mower however I'm going to be put in my daily driver anyway. I'm not looking to make 300whp or anything, I have my race car for when I want to go fast, I just want to peice together a quick turbo kit to learn some hands on instead of just reading about it. I've never worked on a turbo before and the turbo I'm getting supposedly has no shaft play, yet leaks some oil into the intake and I would like to fix this before installing it. My question is, should I do an entire rebuild on the turbo or would just a seal kit solve this problem? I've been told it's a common problem from people trying to turn up to boost to high on these smaller turbos.

I know I can fix it with a rebuild kit, but since there is no shaft play in the turbo to begin with I would imagine a seal kit would be cheaper and accomplish the same thing. Where did you get your rebuild kit from?
