had my turbo rebuilt because it started leaking oil and smoking. use to have full boost by 4000 now full boost at 5500. turbo does not leak oil. I have checked for boost leaks and exhaust leaks. Here is what i have found the turbine wheel has burs on it where it hit the housing before rebuild. my brother has the same exact turbo but his is new. i took micrometers and measured the wheel it is .010 smaller than a new wheel where the burrs are. would this cause it to be laggy
