Default problem: turbo'd d16 drives like a slug till 4krpm

We just turbo charged my buddies single cam d16 with a custom t3 kit. Stock everything with just FMU and missing link. no fpr or injectors. It drove fine for a few weeks and now, he says the car is having trouble driving until about 4k rpm then it picks up and drives NORMAL. He says the car drives sluggish now. He's changed new spark plugs (bkr7e's gapped right), new dizzy rotor, spark wires & cap, new fuel filter. ALso, he said that when he changed the new cap and wires, the car ran good again till a few days later, then the sluggish part came back. Now his car struggles to go anywhere until the car reaches 4k then it'll drive normal (not talking about boosting here). What could be the problem???
I'm thinking its a possible dizzy problem?? since there is fuel at the higher rpms, no shaking or choking like it's gonna die. Either that or he needs bigger injectors, a pump and stand alone??

Change out the coil and ignitor.

maybe the fmu is messed up, maybe its flooding the engine out until you come into boost and equals out the a/f. if it is, the plugs are probly fouling out due to all the gas, so thats probly why it cleared up when he changed the plugs.....

i'd say fmu and tuning issue...possible plug fouling from being too rich.

Try a different distributor. I bet it is the coil and/or ignitor.
