not sure it would be that quiet. but u could use a big *** resonator to help i'd guess.

Here is my experience. i pieced together a full 2.5" mandrel bent exhaust with kteller SS piping 
. im running a greddy kit w/ flared out 2.5" dp to a 2.5" cat to a 2.5" x 22" resonator to a magnaflow 2.5" oval exhaust.
the restult: very deep exhaust note. louder than an NA WS setup but it can be quiet if you drive it right. it does not drown out the cd player while cruising at 70mph on the freeway.
i dont think it is possible to be as quiet as a WS exhaust with 3" piping even though the turbo absorbs most of the sound anyways. As long as you run a resonator and/or CAT then that should help a lot.

from what i noticed... the turbo makes the exhaust notes deeper and less buzzy, if ur running no cat or resonator u tend to get a little of the turbo "raspiness" in it.

Well, I've always hated the thought of a dual exhaust on an inline 4, but I wonder if you could split your exhaust and run 2 WS (or similar) mufflers. It's kinda ricey, but I guess if it's for a legit reason (big flow but with quieter sound) it'd be alright.

i currently have the apexi WS on my GSR and i plan on boosting and was wondering how much will the tone change? cuz i still want it to be quiet.

You must have a 2.25 or 2.35 pipping. I remember when I had my tanabe it was quiet as hell but once I upgraded to 2.75 inch, my ******* freeway commutes were unbearable 80+ mph. Either you get a 22" resonator put in or invest in some good speakers/sub/amp

plus my stereo setup already pushes over 1000 watts

That be perfect than. Come by the shop if you ever have time. You can check out the red Turbo civic (LS/Vtec) with a 62-1 turbo
