Open Downpipe Boost creep (searched but not all q's answered)

Open Downpipe Boost creep (searched but not all q's answered)
OK i have done a search about this and have read that it does tend to happen when running an open downpipe (about a 4-4.5 foot section with bends), but i read that all of those were using external wastegates. My internal wastegate is in good condition, the bar itself moves pretty easily but not to easy. Originally the turbo is wastegated for 8.2 psi (I believe)
Set up:
Vj-14 turbo, pushing around 13-14 lbs before creep.
2.5 inch dp with seperate runner for internal wastegate
No boost controller.
Just wondering because this turbo is already right at its effiecieny range and im getting around a 4 psi creep, is this creep just caused by the open downpipe?Should i just run a 2.5 inch catback or would i be able to run a 3 inch?
Any help is appreciated
