Tims Turbos does a great job for a very fair price.

if a turbo has no shaft play at all but doesnt spin at idle, is that a sure sign of a rebuild?

What turbo is it? Ball bearing, 360 bearing, regular journal bearing? I had a t3/t4 back in the day with a clipped wheel it would never spin at idle. Most of the time If I think I'm having a bearing issue I check for oil leaks inside and out on the turbo, see if either of the wheels hit their housing, and then check the oil lines.

There can be several things that cause that. When oil pressure is high and the oil is cold on a large turbo it will not spin until you rev the engine sometimes.
