Default need some help figuring my winter car out ...

i got a 90 tsi awd for 800 bucks for the horrid winter we will be having soon here in pa ... and the car does this very weird smoking ... it seems that when the car sits for a min or so it begins to smoke and when i hit the gas it smokes a whole crap load for like 15-20 seconds driving down the road ... i figure the kid put crappy oil in it and i need something thicker or maybe the turbo seals are getting beat any info would be handy

sounds like my daytona turbo shitbox that i beat on when im bored. The motor is bad, namely the piston rings ive been told.....
