my idle is high, what did i overlook??

my idle is high, what did i overlook??
i cant really get my idle below 1350-1400 and since i drive the car like 200 miles a week its getting annoying. so far ive tried:
cleaning iacv and new iacv gasket
tired adjusting idle screw on the tb but it was siezed. it looked like some of the sealant around the screw came out so i put some hondabond in there
im using rtp for tuning. ive adjusted fuel settings, timing settings, iacv duty cycle, target idle both up and down to no real avail. i double checked my vac lines and i cant find any leaks.
what am i overlooking.

that idle screw isnt supposed to be sealed. that is put on from factory. u gotta srcape that grey stuff off to adjust it. its sealed by a O ring on the end of the screw.. so u gonna have to try to turn the idle down with the screw, scrape it clean till u see the gold color screw then turn it .
