Well i bought a used turbo and decided to clean it - take of the compressor and turbo housings and clean it. In order to do so i was using some anti rust spray now that i got them of i noticed that the wheels are really hard to spin.

How freely do the wheels spin on a used turbo? (when i took it of it wouldnt rotate if i pushed it but it did spin somewhat easy)

If i take the wheels off do i need to balance it? I'd like to rebuild it. (is it o.k. to mark the positions of the wheels compared to eachother and put it back in that order?)

How freely do the wheels spin on a used T3/T4 turbo?

Any turbo should have a free spin to it..

Either you reassembled it incorrectly, or it's in worse shape that you thought.

I currently have the CHRA separated from the housings and now it really doesn't want to spin it became worse during the process of taking off the exhaust housing. But before i started taking it apart it wasn't like i'd give the wheel a notch and it would continiue revoluting. It was fairly easy to spin it but it was only spinning as long as i was pushing the wheel.

What picture would you like, i can take it.

Now i'm debating if i can rebuild it myself and if i should wait to get the repair kit before i start taking the CHRA apart.
