are those components soldered in, or is the hot glue the only thing holding them to the board?
I believe The Shodan might be able to help you more on this matter
maybe apexi does that to help ensure they arent broken off of the board

if they're soldered in, the hot glue shouldn't affect anything seeing how it isn't conductive. plug it in and see if it works.

that white/clearish looking stuff is hot glue from a glue gun.. it looks to me like it was added to help support those components, since they dont rest directly on the board and vibration could cause them to fail prematurely
