ok, so we were talking about vacuum in engines and stuff today right, and he was like "your vacuum needs to stay at 18-22 in/Hg, and if it is below that, you've got a problem" so i respond by telling him that my vacuum drops below that all the time, so he kinda halfway freaks out and tells me how bad that is, and how i need to check that out. i pause for a second and then say simply "turbo". he then chuckles at me was just said "oh yeah, haha, very funny"

turbo or not, if you have less vacuum than that at idle, you have a problem unless you have a big cam with lots of overlap.

he never said vacuum "at idle", that's the reason i said that, b/c he wasn't very clear on what he meant, even though i knew

That doesnt sound right.... maybe the gauge is messed up? I tried to get rid of those little bronze metal things stickin out the back but I realized the way they were put in there Id never get em out w/ out messing something up. One of the legs is loose and it will sometimes keep the neddle from going down to 22 vac. hg. and it'll just hang @ 10 vac. hg. Or maybe its pinched somewhere?

Mine never pulled more the 17 1/2 and usually pulls about 15. I have made over 550 hp. still think its problem? there is alot to factor in. if the car runs rich at idle it will not pull good vacuum. I have Hondata w/ 980 cc injectors at 1% duty cycle at idle and it run like 10.5:1 idle or so. thats why mine doesnt pull vacuum. if you built the motor loose it will not pull 20inches of vac either but doesnt mean there is a definite problem.
